COMMUNIQUE: 1. La réunion hebdomadaire du Conseil des ministres s’est tenue ce jour au nouveau palais de la Présidence sous la présidence de Son Excellence Monsieur Faure Essozimna Gnassingbé, Président de la République.
2. Le Conseil a examiné un (01) avant-projet de loi, un (01) projet de décret et écouté cinq (05) communications.
I. AU TITRE DES AVANT-PROJETS DE LOI,
3. Le conseil a examiné en première lecture un avant-projet de loi organique portant statut des magistrats de la Cour des comptes et des Cours régionales des comptes.
4. Cet avant-projet qui s’inscrit dans la continuité de l’avant-projet de loi organique portant organisation et fonctionnement de la Cour des comptes et des Cours régionales des comptes vise à renforcer l’efficacité de leur action en prévoyant une évaluation annuelle des magistrats permettant ainsi de se conformer aux meilleurs standards en la matière.
II. AU TITRE DES PROJETS DE DÉCRET
5. Le conseil a examiné un projet de décret portant conditions de délivrance, de renouvellement, de suspension ou de retrait, de la carte de presse des journalistes, techniciens des médias et auxiliaires de presse.
6. Ce projet de décret pris en application de la loi n°02020-001 du 07 janvier 2020 portant code de la presse et de la communication permettra au Togo de disposer d’un cadre réglementaire favorisant un meilleur encadrement de la profession de journaliste.
7. Ce cadre permettra aux professionnels des médias (journalistes, techniciens des médias et auxiliaires de presse) de pouvoir se doter de leur statut et d’exercer leur métier en toute quiétude et sécurité. Avec la carte de presse, les professionnels des médias auront un accès facile aux différentes activités en vue d’avoir des informations de bonne source dans le but d’informer et d’éduquer.
8. Enfin, ce projet de décret régularise dans l’ordonnancement juridique national la question de l’accréditation des envoyés spéciaux et correspondants permanents de presse en République togolaise.
III. AU TITRE DES COMMUNICATIONS,
9. Le conseil a entendu une communication relative au projet de création du Centre National de Lecture et d’Animation Culturelle (CENALAC) présentée par le ministre de la culture et du tourisme.
10. Le centre national de lecture et d’animation culturelle en abrégé CENALAC, répond à l’impératif de rassembler désormais, toutes les structures publiques intervenant dans la lecture publique qui sont aujourd’hui au nombre de 66 dont 34 bibliothèques institutionnelles et 32 bibliothèques dites « associées » issues des initiatives privées, associatives et confessionnelles.
11. Ce regroupement permettra de mutualiser les organes de gestion, de renforcer l’implication des collectivités territoriales et la mobilisation de ressources pour le fonctionnement. Il vient ainsi capitaliser les efforts du Gouvernement dans ce domaine notamment par la mise en place d’espaces dédiés aux CLAC dans les maisons des jeunes.
12. Le conseil a examiné une seconde communication relative à la stratégie nationale d’inclusion financière présentée par le ministre de l’inclusion financière et de l’organisation du secteur informel.
13. Depuis 2014 et la mise en place du Fonds national de la finance inclusive, l’inclusion financière a contribué à relever le défi de la lutte contre la pauvreté dans notre pays. Elle a également permis de réduire les inégalités sociales et de renforcer la résilience des ménages en permettant aux populations vulnérables d’avoir accès à des moyens financiers pour exercer des activités génératrices de revenus. A ce jour, près de 1,8 millions de crédits ont été accordés représentant 98,14 milliards de FCFA.
14. Dans le but de tenir compte des ambitions de notre pays déclinées dans la feuille de route quinquennale, de nouveaux produits ont été lancés notamment « N’KODEDE », « KIFFE » et Crédit relance des MTPME.
15. Par exemple, le produit « N’KODEDE » permet aux populations jadis exclues du système financier d’avoir accès au crédit bancaire s’élevant jusqu’à 5 millions de FCFA.
16. Le Togo est ainsi devenu en 2019 le premier pays du classement dans la zone UEMOA en matière d’accès aux services financiers. Ceci grâce à une progression de près de 80 % au titre du secteur des Systèmes financiers décentralisés (SFD).
17. Dans ce contexte, la stratégie d’inclusion financière proposée a pour objectifs notamment le renforcement du cadre d’intervention de l’Etat en faveur de l’inclusion financière ; l’amélioration de la couverture géographique des services financiers et la mise à disposition de services financiers digitaux via la création d’une banque digitale.
18. S’en est suivi une communication du ministre de la promotion de l’investissement relative à l’adhésion du Togo à la convention des Nations Unies sur la transparence dans l’arbitrage international entre les investisseurs et Etats fondés sur les traités.
19. Suite à cette présentation, des études complémentaires seront menées afin de statuer sur l’adhésion de notre pays à ce traité.
20. Le conseil a ensuite écouté une communication relative au respect des procédures en matière de collaboration entre les ministères sectoriels et le corps diplomatique accrédité auprès de la République Togolaise présentée par le ministre des affaires étrangères, de l’intégration régionale et des togolais de l’extérieur.
21. Fort de ses excellentes relations avec ses divers partenaires, notre pays entend, dans le cadre de la mise en œuvre de la feuille de route 2020 – 2025, améliorer les modalités de discussion et d’échanges avec les représentants des partenaires présents dans notre pays.
22. Ainsi, pour garantir la constance des positions et des orientations du gouvernement, toutes les communications et prises de contact officielles entre les ministères sectoriels et les partenaires bilatéraux et multilatéraux concernant notamment les requêtes et propositions de financement, l’acceptation et le suivi des projets ainsi que les signatures de conventions devront se faire soit par l’entremise du ministère chargé des affaires étrangères soit encore par l’entremise du ministère chargé de la planification et du ministère chargé des finances.
23. S’en est suivi une communication du ministre de la sécurité et de la protection civile relative aux rencontres d’échanges entre les forces de défense et de sécurité et les populations civiles dans le cadre de la promotion du dialogue entre les civils et les forces de défense et de sécurité.
24. Dans le but de préserver les valeurs essentielles de paix et de cohésion nationale qui caractérise notre pays dans un contexte sous régional agité, le Gouvernement a initié et organisé des rencontres de dialogue et d’échanges entre les populations civiles et les forces de défense et de sécurité dans toutes les régions du Togo et dans le grand Lomé.
25. Ces rencontres visent à resserrer les liens de collaboration entre les forces de défense et de sécurité et les populations civiles, cultiver le vivre-ensemble et rechercher des solutions durables pour prévenir les conflits et lutter contre l’insécurité.
26. Au total sept (07) rencontres ont eu lieu respectivement à Mango, Kara, Sokodé, Atakpamé, Kpalimé, Adétikopé et à Lomé.
27. Au regard de l’impact positif de ces rencontres qui ont réuni des participants venus de tous les horizons, le Conseil a approuvé leur extension à d’autres localités et a instruit pour qu’elles soient tenues de façon périodique et régulière en lien avec la loi de programmation militaire et en relation avec des départements ministériels clés (Armées, Administration territoriale, Justice, Droits de l’Homme, Environnement)
III. Au titre des divers,
28. Le Conseil a écouté un compte rendu relatif à la tenue vendredi 08 janvier d’une réunion du Cadre de concertation Etat – Secteur privé présenté par le Ministre de la promotion de l’investissement.
29. Cette réunion qui marque la redynamisation de ce cadre a été l’occasion pour le Gouvernement de présenter la Feuille de route quinquennale. Le secteur privé a marqué sa disponibilité à répondre aux sollicitations du Gouvernement dans le cadre de la mise en œuvre de cette feuille de route.
30. Le Conseil a félicité le secteur privé pour son dynamisme et la résilience montrée lors de la crise sanitaire liée à la Covid-19 et a encouragé les ministres à se montrer disponibles vis-à-vis du secteur privé qui est l’un des partenaires indispensables pour la réussite des ambitions de notre pays.
31. Le Conseil a ensuite écouté deux compte-rendus du Ministre d’État chargé de l’administration territoriale.
32. Le premier relatif aux décrets portant reconnaissance de quatre (4) chefs cantons. Trois désignés par voie coutumière : Pagouda (préfecture de la Binah) ; Pessare (préfecture de la Binah) ; Sessaro (préfecture de Sotouboua). Un par voie élective dans le canton de Imle (préfecture de l’Amou).
33. Le second est relatif à la suspension pour six mois du chef canton de Vokoutimé (préfecture de Vo) ; du chef canton de Djama (préfecture de l’Ogou) et du chef canton de Glei (préfecture de l’Ogou) au motif de la mise en place d’une organisation illégale de chefferie traditionnelle.
34. Il convient de rappeler que dans sa vision de promotion du développement local, le Gouvernement accorde une attention particulière aux acteurs locaux. C’est dans cet esprit qu’il a revalorisé le traitement des chefs canton. Le Gouvernement a saisi cette occasion pour les féliciter pour le rôle essentiel qu’ils jouent dans la préservation de la cohésion nationale et l’adhésion des populations aux politiques publiques. Il les encourage à maintenir ce sens de responsabilité notamment dans cette période de pandémie.
