La Communauté des Pratiques MRV climatiques du Togo est fonctionnelle. Le lancement officiel de ce réseau d’échange et d’apprentissage a été fait le mercredi 05 mai 2021, au cours d’une conférence en ligne qui a réuni les acteurs du domaine (professeurs d’université, fonctionnaires d’État, membres de la société civile…), des différents pays de la sous-région et les partenaires.
Dans son discours de lancement, le Directeur de l’environnement, M. Essobiyou Tiyu a salué cette initiative soutenue par le Gouvernement du Canada (ECCC).
Pour sa part, Mme NADA Slaoui, deuxième secrétaire en charge du développement international de l’ambassade du Canada près du Togo, du Ghana et la Sierra Leone à fait ressortir l’engagement du Canada à soutenir cette initiative importante dans la mise en œuvre de l’accord de Paris.
La notion de communauté de pratique (Cdp) désigne le processus d’apprentissage social émergeant lorsque des personnes ayant un centre intérêt commun collaborent mutuellement. Il s’agit, en effet, d’un moyen d’améliorer sa pratique au contact des autres, comme une forme de co-développement. Cette collaboration, qui doit se dérouler sur une période de temps adéquate, consiste à partager des idées, trouver des solutions, coconstruire des objectifs nouveaux, etc.
Les auteurs insistent sur le fait que la communauté de pratique est « à ne pas confondre avec le traditionnel forum de discussion [puisque] la communauté de pratique vise un transfert de connaissances. »
Par ailleurs, elle vise à accroître la sensibilisation, la familiarisation et l’efficacité des systèmes MRV climatiques dans chaque pays ; renforcer les arrangements institutionnels et les structures de gouvernance climatique ; soutenir l’harmonisation et l’alignement du MRV dans la région ; permettre la coopération Sud-Sud et partager l’expérience des projets sectoriels du Canada en réponse aux priorités régionales du MRV.
Le Gouvernement du Canada soutient le programme MRV WA (Afrique de l’Ouest) dans l’optique de renforcer les systèmes MRV pour le financement climatique, les mesures d’atténuation, les inventaires des émissions de gaz à effet de serre… grâce à une coopération bilatérale dans chaque pays.
Quinze (15) pays ouest-africains ont rejoint ce programme, à savoir: Bénin, Burkina Faso, Cap-Vert, Côte d’Ivoire, Gambie, Ghana, Guinée, Guinée-Bissau, Libéria, Mali, Niger, Nigéria, Sénégal, Sierra-Leone, Togo.
