Le Haut-commissariat à la Réconciliation et au Renforcement de l’Unité Nationale (HCRRUN) organise depuis ce mardi 18 mai 2021 à Lomé, une rencontre de formation à l’ endroit des huissiers de justice pour un accompagnement efficace dans la mise en œuvre de son programme de réparation.
Il s’agit pour les participants de comprendre la notion de justice transitionnelle, processus dans lequel le Togo s’est engagé ; avoir une connaissance claire du mandat et de la mission du HCRRUN ; maîtriser les différentes étapes élaborées par le HCRRUN dans la prise en charge et l’indemnisation des victimes ; assimiler les attributions et stratégies de l’huissier de justice dans l’accompagnement du HCRRUN dans le processus d’indemnisation des victimes.
« Par cette grande session de formation, le HCRRUN entend donner l’opportunité à tous les huissiers de justice de se familiariser avec ces pratiques afin de leurs permettre de l’accompagner plus efficacement dans la mise en œuvre du programme de réparation ; démultiplier les huissiers de justice qui maîtrisent les stratégies et les techniques dont s’est dotée le HCRRUN pour la réussite du programme de réparation, apporter plus d’efficacité et d’efficience à leurs contribution, tels sont les objectifs essentiels de cette formation », a indiqué Awa Nana-Daboya, présidente du HCRRUN.
En effet, le HCRRUN a entamé depuis le 12 décembre 2017, la prise en charge psycho-médicale et l’indemnisation des victimes, donnant ainsi suite à l’une des Recommandation de la Commission Vérité Justice et Réconciliation (CVJR).Cette activité a été menée avec le concours de plusieurs acteurs dont les huissiers de justice.
Suite à l’évaluation des activités de cette première étape lors d’une retraite de travail à Atakpamé du 14 au 20 octobre 2018, il se dégage que des difficultés ont été rencontrées par les huissiers de justice de l’intérieur du pays en raison dû faite qu’ils n’ont pas été préalablement formés avant d’être sollicités pour accompagner le HCRRUN. Et pour répondre à ces difficultés, le HCRRUN a procédé à la formation d’une première vague des huissiers de justice en octobre 2018 à Lomé.
Ainsi, cette rencontre s’inscrit dans l’optique d’étendre ce renforcement à tous les huissiers.
La présidente du HCRRUN a précisé que « l’accompagnement des huissiers de justice dans la réalisation de la mission du HCRRUN constitue l’une des marques les plus applaudies par nos ?? compatriotes et au-delà de nos frontières en raison de la touche de certification entourant nos actes au HCRRUN ».
Au total 91 huissiers de justice prendront part à cette formation qui se déroulera en 04 sessions afin de tenir compte des restrictions liées à la Covid-19.
