Les états généraux de l’Eco, organisée par la Faculté des sciences économiques et de gestion (FASEG) sous le leadership du professeur Kako Nubukpo, se poursuivent à l’Université de Lomé en présence d’éminentes personnalités. Une feuille de route est attendue à la fin de cette rencontre ouverte le mercredi 26 mai 2021.
Selon l’économiste togolais, Prof. Kako Nubukpo, l’objectif phare de ce colloque est d’accoucher d’une feuille de route pour aider les Chefs d’Etat de la Cedeao à prendre des décisions objectives en ce qui concerne la migration vers la monnaie unique Eco. « A côté du caractère purement scientifique du colloque nous avons pour idée avec une feuille de route, d’aider les Chefs d’Etat à prendre de meilleures décisions possibles », a-t-il affirmé.
En effet, les élites de la sous-région, à travers cet exercice, veulent ramener la problématique de la monnaie unique de la Cedeao au niveau universitaire. « Nous avons constaté que les grandes intégrations économiques, les grandes zones monétaires ont vu leur constitution grâce à la contribution des universitaires de leurs zones. Pendant longtemps les universitaires de l’espace Cedeao se sont très peu intéressés à la problématique de la monnaie unique. Ce colloque nous amène à inciter davantage les universitaires de cet espace à s’intéresser à cette problématique de manière à éclairer les décideurs politiques », a étalé le professeur Mawuli Couchoro, doyen de la FASEG.
5 ans pour rentrer dans l’Éco
Il faudrait 5 ans à peu près pour la mise en œuvre de l’ECO. « Mais pendant ces 5 ans, il faut avancer. La mise en place d’une nouvelle monnaie n’est pas un processus simple. Il faut retirer les billets et pièces de la monnaie existante, il faut s’assurer que pendant la période de transition monétaire il n’y ait pas de faux billets qui commencent à circuler dans l’espace Cedeao. Il faut trouver la bonne structure institutionnelle de la future banque centrale », propose l’économiste Kako Nubukpo.

De son côté, Dr Ousmane Sonko, homme politique sénégalais, a estimé que « quelle que soit l’option retenue, la CEDEAO doit avoir une banque centrale et la monnaie adossée à un panier de devises ». Toutefois, il a exhorté les chefs d’Etat à ne pas s’inspirer du projet de la zone Euro mais de tenir compte des réalités des 15 pays membres de la CEDEAO.
L’Eco est le nom d’un projet de monnaie unique des quinze pays de la Communauté économique des États de l’Afrique de l’Ouest (Cedeao), datant des années 1960.
